I think that the average salary of a web developer in India depends entirely on the skills of the developer.
If you have 10 years of experience but you cannot make a website as per the expectations of your customer then you are not going to get paid. If you have 5 years of experience but your employer is not happy with the output, you will not get a raise.
On the other hand, a fresher with a good portfolio and excellent reviews, is more likely to get a job with a higher salary than that of a 5 year experienced developer.
So, I would say polish your skills enough to showcase that you are worth the money that the employer is paying you!
